John Lower

John Lower is a seasoned professional in traffic and transportation management with over 40 years of experience in local multi-modal planning and operations. They previously served as the Traffic & Transportation Manager for the City of Anaheim for 20 years, contributing to significant infrastructure advancements, including early ITS projects. John has also held positions such as Associate Vice President at Iteris, Inc., and is currently engaged as Managing Partner at Circulation Systems Associates and Senior Advisor at Image Sensing Systems, Inc. A League of American Bicyclist instructor, John also shares their expertise through presentations and publications aimed at creating safer, smarter roads. They obtained a Master of Public Administration in Urban, Environmental & Transportation Planning from the University of Southern California.
