David Holmes

David Holmes has extensive work experience in various leadership roles in the technology and analytics industry. David is currently working as a Vice President at Index Analytics LLC. Prior to this, they served as the Vice President and One PI Program Director at OptumServe Technology Services from 2017 to 2022. Before that, they worked as a Senior Director at General Dynamics Information Technology, where they led the CMS Large Scale Data Repository (LSDR) program and focused on business development and program growth. David also has experience as a Service Delivery Manager at QSSI, where they provided technical leadership and guidance for the CMS One PI program. Earlier in their career, David worked at Teradata as a Principal and Director of Presales, managing the presales and industry consulting team for the government practice. David also worked as a Senior Consultant at NCR Corporation, managing database development teams and supporting sales motions at various government agencies. David's work experience also includes roles as a Senior Software Engineer at Martin Marietta, Member of the Computing Staff at Hughes Aircraft Company, and Cartographer at Defense Mapping Agency.

David Holmes earned a Bachelor of Science degree in Geography from Appalachian State University, where they studied from 1979 to 1983.

In addition to their formal education, David also obtained a series of certifications in various subjects. In 2023, they completed the following certifications: "Combining Scrum with Other Methodologies" from LearnQuest, "Foundations of Cybersecurity" from Google, "Introduction to Scrum Master Training" from LearnQuest, "Scaling Agile and the Team of Teams" from LearnQuest, "Scrum Master Certification Specialization" from LearnQuest, and "Scrum Methodologies" from LearnQuest.
