Indigent management is a critical function for municipalities, enabling them to provide essential support to vulnerable households while protecting their own financial sustainability. Effective indigent programs ensure that assistance is delivered fairly, transparently, and only to those who genuinely qualify.

By implementing clear eligibility criteria, regular reassessments, and accountable processes, municipalities can reduce revenue leakage, promote equitable service delivery, and uphold the dignity of indigent households.

A well-managed indigent program strikes a balance between humanitarian responsibility and fiscal discipline — building stronger, more inclusive communities while maintaining the resources needed for continued service delivery.
