Heather Barclay is an independent consultant specializing in human rights and gender issues, drawing on extensive senior-level experience in advocacy, strategy design, and donor engagement. Previously, Heather served as Policy Officer at the Equal Opportunities Commission, and held various positions including Policy Specialist at the SheDecides Support Unit and Director of External Engagement at Girls Not Brides. Heather's significant contributions to human rights policy were further exemplified during their tenure at the Equality and Human Rights Commission, where they led initiatives on gender-related issues and external engagement strategies. Heather is a founding board member of Ipas UK and continues to consult on international initiatives and strategic approaches to enhance organizational impact. They hold a Bachelor's degree in Jurisprudence from the University of Oxford and a Bachelor of Arts in Political Science from Carleton University.
