David Smith is founding Director of IPE Triple Line Consulting Limited. He is also Advisor – Private Sector Development responsible for rolling out Group's vision, providing strategic leadership and overseeing operational management in Africa.
David has over 35 years of experience in the management of teams and projects. He is a specialist in grant programme management, monitoring and evaluation, private sector development, agricultural development, governance, policy and research. He has designed, managed, implemented and evaluated a number of DFID challenge funds including the Governance & Transparency Fund and the Development Awareness Fund. He also works with the multi-donor Africa Enterprise Challenge Fund and the MasterCard Foundation Fund for Rural Prosperity and has been the independent monitor for the AusAID Enterprise Challenge Fund. In addition, he has worked as an Advisor and has designed a number of other grant funds including: economic empowerment of the extreme poor in Bangladesh and the Common Fund for Commodities. He was responsible for the value for money analysis of the CSO grant portfolio of the Department for International Development (DFID), Global Poverty Action Fund (GPAF) and the Civil Society Challenge Fund (CSCF), supporting DFID to improve understanding of value for money in grant management. Prior to forming Triple Line Consulting Limited in 1999, he worked with URS/Dames & Moore in London from 1995-1999. He has also worked as an Economist and was General Manager of the Coffee Industry Cooperation in Papua New Guinea (1990-1993) and an Economist with the National Farmers' Union in London (1981-1990).
David Smith holds MBA from City University Business School, London and M.Sc. in Agricultural Economics from Oxford University. He also holds B.A. in Economics & Agricultural Economics from Nottingham University.
