David Fleming

David Fleming leads Itad’s work on monitoring, evaluation, and learning (MEL) in fragile and conflict-affected environments. He has over 12 years of experience in supporting governments and multilateral agencies to make evidence-informed decisions about how to deliver the greatest impact in conflict and crisis settings. He is experienced in designing, conducting, and leading evaluations of programs and strategies focused on conflict prevention, peacebuilding, preventing violent extremism, humanitarian assistance, and refugee protection.

David leads Itad’s work with the UK CSSF (Conflict, Stability, and Security Fund). Over the last six years, he has established and led two regional evidence and learning units for CSSF across 15 countries in Eastern and North Africa, helping to measure the effect of a whole-of-government approach to tackling conflict and instability overseas. He has also directed a number of evaluations of global efforts to improve the quality and effectiveness of support to tackle complex humanitarian emergencies, including the award-winning evaluation of the coverage and quality of UNICEF’s humanitarian response.

He is an experienced trainer and regularly facilitates workshops on strengthening evidence of what works in conflict and stabilization contexts.
