Neil Smart

Neil Smart is a highly experienced civil engineering consultant with a career spanning over three decades. Since August 1990, Neil has worked with Sir William Halcrow & Partners Ltd, which later became part of CH2M Hill and Jacobs UK Limited. Currently serving as a Senior Associate Director and a Contracts and Procurement Professional at Jacobs, Neil has previously held roles as a Contracts Specialist with CH2M and Halcrow, providing expertise in contracts and procurement advisory. Neil holds a BEng (Hons) in Civil Engineering and an HND in Civil Engineering from the University of Portsmouth, complemented by an early education at Ecole Active Bilingue in Paris.
