Phil Foxley

Phil Foxley is a Senior Associate Director at Jacobs and a Fellow of the ICE, recognized for expertise in Flood Risk Management, particularly in temporary defenses, property flood resilience, culverts, and screens. They have extensive experience managing multi-million pound programs and have previously served in various leadership roles at the Environment Agency, including Flood Incident Management Team Leader and National Asset Standards & Engineering Senior Advisor. Phil began their career as a Graduate Engineer with Greater Manchester Council after earning a degree in Civil Engineering from The University of Manchester. They also contributed to several significant projects, enhancing flood management and defense strategies throughout their career.
