Joy Smith currently serves as the Director of Provider Contracting at Kaiser Permanente, a position held since February 2025, following a previous tenure as Contract Manager from August 2014 to June 2021, where responsibilities included negotiating National Transplant Agreements with Centers of Excellence nationwide for all lines of business. Prior to joining Kaiser Permanente, Joy worked at Anthem from October 1994 to July 2014 as the Regional Manager of Provider Contracting, negotiating PPO and HMO agreements within various regions including the Peninsula, Monterey, San Benito, and Greater Bay Area. Joy holds a Master’s Degree in Health Services Administration from Capella University and a Bachelor’s Degree in Health Science Administration from California State University, Northridge.
