Over the past twenty years, Bill has founded or held senior leadership roles – often serving as chief executive – in several dozen institutionally backed early stage companies. On their behalf, he has structured and closed more than 100 venture & private equity financings, mergers & acquisitions, and strategic investments, working with over fifty institutional investors. Bill has also been the lead equity investor in an array of technology startups as a general partner of early-stage venture capital firms Saturn Partners, TL Ventures, and TNCV. Red Herring recognized Axioma, Panopto, and US Liner -- three portfolio investments where he also chairs the board – among the world’s Top 100 private companies.

Bill also formed an institutional partnership with Carnegie Mellon University to commercialize technology derived from its faculty's research. Under Bill's direction, CMU established a portfolio of for-profit companies serving some 3,000 clients in 94 countries - including the Gates Foundation "Courseware Challenge" winner, Acrobatiq. Earlier, he co-founded and served as chief executive of CMU-spinout Panopto, which has gone on to become one of the world's leading video content management platforms. Panopto was selected as a 2014 "Leader" in Gartner's Magic Quadrant for video content management, and was named by Deloitte #61 among the 500 fastest growing technology companies in America over the last five years.

Previously a professor of economics at CMU, Bill served on the cybersecurity committee of the National Academies of Sciences and Engineering, and co-founded CMU's Cylab, one of the world's largest cybersecurity research centers. Before entering the private sector, Bill worked on projects in 30 countries for the U.S. Agency for International Development, the World Bank, the International Monetary Fund, and the OECD. He earned master's and doctoral degrees in international relations at Balliol College, Oxford University, where he was a British Council Scholar.
