Julia Chang is an experienced project engineer with a solid background in civil engineering. Currently serving as an Assistant District Engineer at Kiewit since December 2025, Julia has previously held project engineering roles at Cherne Contracting Corporation, managing the MKE 16|17 Microsoft Data Center project, and at Mortenson, contributing to the preconstruction of the QTS Data Center in Chicago. Julia's project management expertise was further developed at Summit Design + Build, leading various significant projects, including medical and residential developments in Chicago and Austin. Julia holds a Master of Science in Civil Engineering and a Bachelor's Degree in Civil Engineering from the University of Illinois Urbana-Champaign, complemented by international academic experience at UCL and early educational grounding from Whitney Young Magnet High School.
