Timothy Hess, PE, currently serves as Vice President for Federal Programs at Kiewit Infrastructure Company, where responsibilities include collaborating with the Federal government to optimize private sector capabilities for major infrastructure projects. Previously, Timothy was the Associate Administrator at the Federal Highway Administration, overseeing over $1.8 billion in annual transportation project programs on federally owned lands. In a notable role with the US Army Corps of Engineers, Timothy led the European Missile Defense Program and held various positions of increasing responsibility in military and international programs, culminating as Acting Director of the Interagency and International Services Division. Additional experience includes serving as a Senior Program Officer for the Transportation Research Board and as a Senior Policy Advisor to Senator Bob Graham. Timothy's educational background includes a Bachelor of Science in Civil Engineering from Penn State University and two Master of Science degrees from the National War College and the University of Wisconsin-Madison.
