Terry Marcellus

Terry Marcellus, JD, is the Senior Program Director at KKCS, where they consult public agencies on major infrastructure programs, focusing on alternate delivery methods of contracting. With over twenty-three years of experience in developing procurement strategies and ensuring contract compliance, they have also served as a Senior Contract Manager at Hallmark Group Capital Program Management and as a Procurement Contract Manager at WSP USA. Marcellus brings more than forty years of membership in the California Bar Association, having practiced law privately for two decades. They earned a BA in Political Science from UCLA and a JD in Contract Law from the University of California, Los Angeles - School of Law.
