In Hawaii, every construction project is a journey—shaped by culture, community, and some of the most complex permitting and regulatory landscapes in the country. Koa Project Management is Hawaii’s leading construction and project management firm, born in Honolulu and built around deep local knowledge and long‑term commitment to the islands.

Koa acts as your independent Owner’s guide and representative, steering non‑residential projects through planning, design, permitting, construction, and final closeout. Since 2017, we’ve helped business, institutional, faith‑based, and community clients deliver new facilities, complex renovations, and critical infrastructure upgrades across the Hawaiian Islands—protecting their time, capital, and vision along the way.

Koa’s culture was shaped by founder and CEO Scott Ruppel’s early pro bono role as Parish Planning and Building Committee Chair for the Cathedral Basilica of Our Lady of Peace renewal campaign—a multi‑phase, multi‑million‑dollar historic restoration in downtown Honolulu. That long‑horizon commitment helped inspire Koa’s formation and our belief that great construction management is ultimately about stewardship, not just schedules and budgets.

Our team manages risk, aligns diverse stakeholders, and orchestrates project delivery—from navigating Hawaii’s permitting process and coordinating consultants and contractors to maintaining rigorous project controls. Grounded in Native Hawaiian values like kuleana, ʻohana, and aloha, we embrace our clients’ missions as our own and bring disciplined, critical‑path thinking to every engagement.

Our best work begins with a conversation—over coffee, on a site walk, or by simply “talking story” about where you are and where you want to go. Relationships built on trust drive the best results, which is why Koa is often the first call when projects are high‑stakes, politically sensitive, or simply too important to get wrong
