Harm Borgers

Harm Borgers is a seasoned legal and project management professional with significant experience in consultancy and public sector services. Currently serving as a managing partner and legal strategy consultant at KokxDeVoogd since September 2018, Harm facilitates services for public sector organizations across the Netherlands. Prior to this role, Harm was a director at AT Osborne, focusing on project management and organizational advice in infrastructure, healthcare, and sustainable environments. Earlier experience includes serving as a senior advisor and policy coordinator for environmental law at the Ministry of VROM, as well as legal roles at AKD and DCMR Milieudienst Rijnmond. Harm holds a Ph.D. in law and has a master's degree in Energy, Environment, and Natural Resources Law, both from Erasmus University Rotterdam.
