Matthew Bowe

Matthew Bowe is a Managing Director in Kroll’s Expert Services practice, based in Hong Kong, with over 25 years of experience in infrastructure delivery, project management, and witness testimony. They have led large-scale infrastructure projects across Asia, the Middle East, North America, and Australia, including significant programs such as the New York MTA Positive Train Control upgrade and the North-South Railway in Saudi Arabia. Matthew has provided expert witness testimony in multinational arbitration cases and advised on turnaround strategies for troubled projects across several regions. Prior to joining Kroll, they held senior leadership roles at Siemens, Laing O’Rourke, and Barclay Mowlem, and studied Civil Engineering at the University of Technology, Sydney. In addition to their professional pursuits, Matthew is an avid marathon runner and supports community-based infrastructure education initiatives across Southeast Asia.
