Patrick James Horton

Patrick James Horton is an accomplished professional with extensive experience in intergovernmental relations, emergency management, and transportation planning. Currently serving as the Intergovernmental Liaison at the Los Angeles Department of Water and Power since 2015, Horton engages with government partners to enhance utility services for city residents. Parallel to this role, Horton serves as a Lieutenant Commander in the U.S. Coast Guard Reserve, overseeing logistics and emergency management for Sector San Diego, while also holding previous roles in maritime enforcement and emergency preparedness. A former Planning Commissioner for the City of Temple City, Horton has contributed to significant city projects and previously held various positions in transportation planning with organizations such as the City of Los Angeles and Foothill Transit. Horton holds a Master of Arts in Transportation Planning from UCLA and has an officer commission from the U.S. Coast Guard Academy.
