Philip Lam serves as Intellectual Property Counsel for the City of Los Angeles, being the first to hold such a position in North America at a major municipal corporation. With a focus on patent, copyright, trademark, and entertainment laws, Philip has gained extensive experience through in-house corporate legal roles, particularly at LADWP, where responsibilities include energy deregulation litigation. Additional roles include IP Counsel for both the Port of Los Angeles and Los Angeles World Airports, and co-founding the IP Law Institute at the University of Southern California's Gould School of Law. As an active member of various legal and community organizations, Philip has served as President of the Southern California Chinese Lawyers Association and as Senior Vice President for Diversity Inclusion & Outreach at the Los Angeles County Bar Association. Philip holds a J.D. from Loyola Law School and advanced degrees in civil engineering and structural mechanics from the University of Illinois Chicago.
