Lora Gunter

Lora Gunter, J.D., SR/WA, currently serves as Vice President- Right of Way and Senior Project Manager at LJA Engineering, Inc., with a specialized focus on transportation project planning, funding, environmental processes, design phases, and construction, drawing from extensive experience on Texas projects. Additionally, Lora Gunter acts as a Planning & Zoning Commissioner for the City of Southlake, Texas. Prior roles include Vice President of Transportation at Percheron, LLC, Regional ROW Director at Volkert, Inc., and ROW Project Delivery Director at the Texas Department of Transportation, where oversight of right of way acquisition programs was a key responsibility. Lora has also practiced law in several capacities, including Assistant Attorney General for the State of Texas Office of the Attorney General and as an Attorney at Cantey Hanger LLP. Educational qualifications include a Juris Doctor from South Texas College of Law Houston and a Bachelor’s degree in Political Science from Texas A&M University.
