William Conlan is a seasoned hydrologist and civil engineer with extensive experience in stormwater management and project management across various organizations. Currently serving as the Chief Hydrologist for Public Works at LJA since August 2023, Conlan previously held leadership roles as Houston Team Leader for Stormwater Practice at Lockwood, Andrews & Newnam, Inc. and as Planning Project Manager at Harris County Flood Control District. With a solid background in hydrology and hydraulics design from Jones & Carter, Inc., Conlan has managed a range of projects, including watershed planning studies, contracting, and public workshops. Conlan's educational background includes a Civil Engineering degree from Texas A&M University and experience in field surveying.
