William McDowell, PhD, is a distinguished expert in Machine Learning and Artificial Intelligence, currently serving as a Lockheed Martin Fellow since December 2023. Prior to this role, McDowell held significant positions at Lockheed Martin Missiles & Fire Control, including Distinguished Group Technical Staff from March 2013 to December 2023, focusing on system, software, and algorithm development in autonomy, information fusion, and deep learning. Previous experience includes serving as Software Development Lead and Program Manager at DSCI from October 2006 to March 2013 and as a Software Engineer at Lockheed Martin Missiles and Fire Control from 2002 to 2005. Academically, McDowell earned a Ph.D. in Machine Learning, Digital Signal Processing, AI, Autonomy, and Information Fusion from the University of Central Florida, and also holds a Bachelor's Degree in Electrical Engineering from the same institution and a Master’s Degree in Electrical and Computer Engineering from the University of Florida.
