J. Mark Rodger

J. Mark Rodger is a senior partner at Borden Ladner Gervais LLP. He is also the Toronto regional leader of the Energy Markets Group. He specializes in the commercial, regulatory and government relations components of the electricity and natural gas sectors, and infrastructure renewal. Mr. Rodger has experience in all aspects of electricity sector restructuring. For the past 24 years he has served as counsel to a broad range of clients including municipal, provincial, and national governments, large industrial, institutional and commercial energy consumers, local distribution companies and their boards of directors and municipal shareholders, transmitters, generators, energy retailers, out-of-province electricity importers and energy regulators.

Mark also has extensive corporate governance and electric utility M&A experience, including the establishment of “greenfield” natural gas distribution. He also has broad regulatory experience before the Ontario Energy Board and National Energy Board and commercial experience regarding renewable generation and electricity conservation and demand management including program development and smart meter implementation initiatives.

Mark has been recognized for many years (including 2015) by Chambers Global – The World’s Leading Lawyers for Business for Energy: Power, The Legal 500 Canada 2015 as one of BLG’s leading lawyers and recognized by PLC Which Lawyer? in the Energy and Natural Resources Multi-Jurisdictional Guide.
