LPP introduces an independent Semantic Governance Layer that governs the legitimacy, responsibility, and auditability of language itself, without intervening in model behavior. It provides identity and responsibility markers for AI-generated language, conceptual oversight across models and nodes, and frameworks supporting human-in-the-loop and pre-action governance.

Within this architecture, DefendMind serves as the core implementation module for Pre-Action AI Governance. Positioned between AI output and real-world action, DefendMind ensures that before any irreversible action occurs, human authorization is explicit and non-bypassable, responsibility is defined in advance, and governance evidence is preserved and auditable.
