Brian Adkins

Brian Adkins is the Vice President of Government Affairs at Lumen Technologies, leading a team focused on federal, state, and local government issues since August 2006. Notable accomplishments include securing policy successes in rural broadband, business data services, network neutrality, and federal cybersecurity programs. Prior to this role, Brian served as Legislative Director at the National Association of Regulatory Utility Commissioners, where efforts included guiding major federal telecom policy reforms. Brian's extensive experience also spans positions such as Legislative Counsel for the U.S. House of Representatives, Director of Government Affairs at the Information Technology Industry Council, and Staff Counsel at the Business Software Alliance, among others. Brian holds a Doctor of Law (J.D.) degree from the University of Maryland Francis King Carey School of Law and a Bachelor of Science (BS) degree from the University of Maryland College Park.
