Joe Cavender

Joe Cavender is the Vice President and Deputy General Counsel for Federal Regulatory Affairs at Lumen Technologies, where they lead the advocacy strategy on federal regulatory matters. Prior to this role, Joe served as an Assistant Division Chief at the Federal Communications Commission and held various positions at Harris, Wiltshire & Grannis LLP, focusing on appellate and telecommunications law. Joe’s career began at American Management Systems, Inc. and included a law clerk position for Hon. James B. Loken. They earned a JD with high honors from the University of Chicago Law School and a BA in Philosophy, cum laude, from Yale University.
