Anthony Cooke

Anthony Cooke is the current Deputy General Counsel & VP, Policy & Regulation at Luminar. Anthony has extensive experience in product regulation, class actions, and consumer issues. Prior to their current position, Cooke served as Assistant General Counsel for Product and Regulatory Matters at Volkswagen Group of America, Inc. from April 2010 to June 2017. In this role, they were responsible for providing legal counsel on a variety of matters related to product regulation, class action lawsuits, and consumer complaints.

Before joining Volkswagen Group of America, Cooke was an attorney at the U.S. Consumer Product Safety Commission from March 2009 to April 2010. In this role, they advised the Commission on compliance, litigation, and legislative issues and assisted with the implementation of the Consumer Product Safety Improvement Act of 2008. Anthony also briefed and consulted with Commissioners on a regular basis.

From June 2006 to January 2009, Cooke served as Chief Counsel at the National Highway Traffic Safety Administration (NHTSA). In this role, they managed a staff of over twenty lawyers who were responsible for regulating motor vehicles, motor vehicle safety, and fuel economy. Anthony also advised the administrator on all legal issues related to the management of the $700 million federal agency, directed the drafting of auto safety standards and other regulatory decisions issued by the agency, issued legal interpretations on the statutes and regulations administered by the agency, supervised all agency litigation (including challenges to agency rules and actions), reviewed and evaluated defect and compliance investigations, and oversaw employment-related legal concerns for the 700-person organization.

Anthony Cooke attended Georgetown University for their Bachelor's Degree, Tulane University Law School for their Juris Doctor (J.D.), and the University of St Andrews for their Freshman Year Studies.
