John McCarthy

John McCarthy is a Founding Partner at Speire Healthcare Strategies, specializing in health policy and strategy. With extensive experience in healthcare administration, they served as the Deputy Director, State Medicaid Director, and SCHIP Director at the District of Columbia Department of Health Care Finance from 2006 to 2010. They held the position of Medicaid Director at the Ohio Department of Job and Family Services from 2011 to 2013 and later served as Director at the Ohio Department of Medicaid from 2013 to 2016. In addition, McCarthy has worked as CEO of Upshur Street Consulting, LLC and as a Commissioner for MACPAC since 2023, contributing to major health policy initiatives. They hold a BA in Chemistry and a Master's in Public Affairs with a focus on Policy Analysis from Indiana University Bloomington.
