Stephen Hay

Stephen was Deputy CEO and Executive Director of Regulation at NHS Improvement between 2016 and 2019, with responsibility for all regulatory issues across the provider side of the £120 billion English healthcare system (NHS and private sector).

Prior to 2016, he was COO and then Managing Director of Provider Regulation at Monitor. Stephen set up Monitor in 2004 as a new health sector regulator and then in 2012 redesigned the organisation to create an economic regulator following the Health & Social Care Act 2012.

Stephen was a Non-Executive Director on the Board of the Department of Communities and Local Government between 2009 and 2015 where he also chaired the Audit & Risk Committee.

Before 2004, Stephen was a Director at KPMG specialising in Corporate Finance and Transaction Services and is also a Chartered Accountant.
