Keith Cooper

Keith Cooper is an experienced professional with a diverse background in adjudication, licensing, and conflict resolution. Currently serving as Manager of the Horse Racing Appeal Tribunal at the Alcohol and Gaming Commission of Ontario and Hearing Officer at Metrolinx, Keith also held significant roles such as Deputy Licensing Commissioner for the City of Toronto Multi-Tenant Housing and Member of the Board of Directors at the Society of Ontario Adjudicators and Regulators. Past positions include Tribunals Manager at CPA Ontario, Vice-Chair at the Workplace Safety Insurance Appeals Tribunal, and Adjudicator at the Ontario Motor Vehicle Industry Council. As the owner of Keith Cooper Consulting, expertise includes communications, public relations, and speech-writing. Keith’s international experience as Senior Program Manager for the National Democratic Institute involved developing political training programs across the Middle East. Keith's educational background includes certificates in Conflict Resolution and Public Relations from the University of Toronto and a certificate in Automotive Law and Ethics from Georgian College.
