Libby Foster

Libby Foster is an experienced Child Welfare Consultant at Milliman, a position held since August 2022. Prior to this role, Libby served as Vice President of Foster Care at THOMPSON Child & Family Focus from November 2020 to November 2021. Libby's extensive background in child well-being includes managing roles at Children's Hospital of Wisconsin from November 2013 to November 2020 and at Children's Home + Aid Society of Illinois from September 2011 to September 2013. Libby holds a Master of Social Work (MSW) degree from The Catholic University of America, earned between 2007 and 2009, and a Bachelor of Arts (BA) in Public Policy from Hobart and William Smith Colleges, completed from 1998 to 2002.
