Mr. Carr has literally changed how utilities perform their jobs when it comes to engineering and operations. Since 1989, Wayne’s principal goal was to make utility personnel work smarter, not harder. Mr. Carr rode the wave of PC technology to introduce the first desktop engineering circuit model software and has never looked back. In 2011, Mr. Carr was awarded the IAS/PES Rural Electrication Excellence Award. The award recognizes “exceptional power engineers who have worked, implemented or innovated better and cheaper electrification technologies for the rural sector.”
Before founding Milsoft, from 1980 to 1989, Mr. Carr was in charge of electric utility systems for Milford Engineering, a consulting firm in Abilene, Texas. Prior to that position, Wayne worked for five years at Houston Lighting Power in its planning department and then for four years as staff engineer at Erath County Electric Cooperative. In 1970, Mr. Carr earned his Bachelor of Science in Electrical Engineering from the University of Texas, Austin. Mr. Carr is certified with the national Council of Engineering Examiners and is currently registered as a Professional Engineer in Texas.
