David Panter

David Panter is the Chief Executive of Minda Incorporated, a role held since 2022. They chair the Flinders Caring Futures Institute External Strategic Advisory Committee (2025–Present) and serve as a Board Member for the South Australian Circus Centre (2024–Present). Their past leadership includes Chief Executive roles at Hillingdon Primary Care Trust (1999–2001), Brighton & Hove City Council (2001–2004), Central Northern Adelaide Health Service (2004–2006), Central Adelaide Local Health Network (2012–2015), and ECH (2015–2022), as well as executive positions at SA Health (Statewide Service Strategy, 2007–2010) and Health Reform. They chaired the SA Council of Social Service from 2016 to 2024, and earned a BSc in Experimental Psychology from the University of Sussex (1980–1983) and a Ph.D. in Developmental and Child Psychology from The Open University (1983–1986).
