Howard Lazoff

Howard Lazoff, PMP, is a seasoned Senior Program Manager with over 25 years of experience in system design, development, integration, and testing across the Undersea Warfare, Marine Systems, Data Analytics, and Cognitive Autonomy sectors. Currently serving as the Lead Navy Domain Engineer at MITRE, Lazoff plays a pivotal role in designing the next generation of LCS Anti-Submarine Warfare systems. Previously, they were the program manager for a $300M sonar project for the U.S. Navy, successfully delivering advanced systems to 23 submarines on time and under budget. Lazoff is recognized for integrating Earned Value Management with engineering insights to ensure optimal program outcomes. They hold a Master’s degree in Electrical Engineering from Duke University and a Bachelor’s degree in Electrical Engineering and Mathematics from the University of Rochester.
