Stuart Carroll

Stuart Carroll is a seasoned professional in health economics and policy, currently serving as the Director of Market Access and Policy Affairs at Moderna for the UK and Ireland since April 2022. Stuart has a wealth of experience including roles as a Senior Visiting Research Fellow at the Office of Health Economics, a Senior Fellow at Policy Exchange, and Director & Owner of Stuart Carroll Consulting Ltd. Notably, Stuart contributed as a Special Adviser for Baton of Hope, and was the Chairman of the Health and Wellbeing Board for the Royal Borough of Windsor and Maidenhead. With extensive experience in government, including senior advisory roles at the Department of Health and Social Care and the Department for Business, Energy and Industrial Strategy, Stuart has been instrumental in vaccine policy and strategy during the COVID-19 pandemic. Academically, Stuart is pursuing a PhD in Public Health and holds multiple advanced degrees, including an MBA from Imperial College Business School and distinctions in Health Economics and Infectious Disease Modelling.
