Emma O'Connell

Emma O'Connell is a Policy Manager at the Ministry of Social Development, bringing extensive experience in policy leadership and project management across New Zealand, Germany, the United Kingdom, and the Netherlands. Previously, they served as a Principal Advisor at the Department of Internal Affairs, where they led the analysis for mutual recognition of digital identity systems and embedded Te Ao Māori in their work. Emma has also held roles such as Senior Policy Analyst, Project Manager at the National Library of New Zealand, and Resident Engagement and Governance Officer at Lambeth Living. They possess dual degrees in Law (LLB) and Political Studies, as well as experience in digital marketing and education.
