David Halstead

David Halstead is currently a Senior Advisor at the National Alliance for Public Safety GIS (NAPSG) Foundation and has served as a Consultant at IEM since 2012. They are a retired State Director of Emergency Management for Florida and a retired Assistant Fire Chief of Altamonte Springs. With 28 years of experience as a Paramedic and 18 years as an instructor at Seminole State College, they played pivotal roles during critical disaster responses, including Hurricane Andrew and Hurricane Katrina. David coordinated Department of Homeland Security funding efforts during significant events, including Operation Haiti Relief and the Deepwater Horizon incident. They hold an Associate of Arts degree in Fire Protection from Valencia College.
