Kimberly Duffley

Kimberly Duffley is a Senior Director of Energy Policy and Legal Counsel at NARUC, a position they have held since 2025. Previously, they served as a Commissioner at the North Carolina Utilities Commission from 2019 to 2025, following their role as an Attorney at the same Commission from 2011 to 2019. Prior to that, Kimberly worked as an Assistant Attorney General in the Environmental Division of the NC Department of Justice from 1999 to 2011. They earned a JD from Mercer and UNC-CH between 1991 and 1994 and hold a BA in Philosophy and Political Science from the University of North Carolina at Chapel Hill, obtained in 1991.
