Phil Harris is currently the Assistant Vice President at TranSystems and serves as the Environment Manager for NCDOT. Harris obtained a Master of Engineering in Coastal Engineering from the University of Florida and a Bachelor of Science in Civil Engineering from North Carolina State University.
