Whitney Summers

Whitney Summers is an accomplished professional with extensive experience in municipal services and transportation infrastructure. Currently serving as the Municipal Services Manager and East Region Business Development at Neel-Schaffer, Inc. since June 2019, Whitney provides critical assistance to local municipalities in project funding, procurement, and delivery. Previously, Whitney held the position of Local Programs Manager at the Tennessee Department of Transportation from May 2013 to May 2019, where responsibilities included managing a staff of 20, overseeing engineering firms, and administering over $250 million in infrastructure projects. Earlier roles included Project Manager at the Tennessee Department of Transportation and Rural Transportation Coordinator at the Southwest Tennessee Development District. Whitney holds a Doctorate of Jurisprudence from the Nashville School of Law and a Bachelor of Arts in Communications/Public Relations from the University of Tennessee at Martin.
