Julian Hill is an accomplished executive with extensive experience in infrastructure and rail projects. As the NEOM Executive Director for Backbone Infrastructure since September 2020, Julian oversees critical development initiatives. Previously, Julian served as Chief Operating Officer at Etihad Rail, managing the operations and construction of a significant freight railway exceeding 600km in the UAE with a capital expenditure of $5 billion. Julian’s career includes a tenure at Atkins, where leadership roles advanced from Director of Rail for the Middle East & India to Managing Director for Rail in the Middle East & Africa, focusing on market enhancement and value creation. Prior experience at Arup encompassed important engineering roles on major rail projects in Hong Kong, including the Airport Express Line and East Tsim Sha Tsui Extension. Julian holds a BEng and MEng in Civil Engineering and Engineering Management from the University of Brighton, England.
