Russell Holmes

Russell Holmes is a prominent expert in cost management currently serving as the Director of Cost Management for THE LINE at NEOM, where they oversee cost planning and management for one of the world's largest construction projects. Previously, Russell held the position of Associate Director at DG Jones and Partners, leading the Abu Dhabi office and managing significant projects in both KSA and the UAE. Earlier in their career, Russell served as a Chartered Quantity Surveyor for Balfour Beatty plc, gaining extensive experience in large infrastructure projects throughout the UK. They began their professional journey as an Auditor at Deloitte UK and progressed to a Senior Commercial Manager at Turner & Townsend before their leadership role at NEOM. Russell earned a Bachelor of Science (BSc) in Quantity Surveying (Hons) from the University of Northumbria at Newcastle.
