David Bennett

Non-executive director at NHS

David joined the Board of NHS England on 1 August 2025.

Following a career in business, David moved to work for Prime Minister Tony Blair as Head of the No. 10 Policy Unit and the PM’s Strategy Unit in 2005. In these roles one of his main tasks was to drive the public sector reform agenda begun earlier in the Government’s tenure, with a particular focus on healthcare.

On leaving No. 10 and following several years advising a number of NHS organisations, David was appointed as Chief Executive and Chair of Monitor, the independent regulator responsible for overseeing foundation trusts and the economic regulation of healthcare in England.

Since leaving this position in 2015, David has chaired a number of healthcare businesses providing services to, or on behalf of, the NHS, including: Synnovis LLP, an NHS-private partnership that provides pathology services to the NHS; Virgin Healthcare, providing community and primary care services on behalf of the NHS; and Four Eyes Insights, advising hospital trusts on how to improve productivity.

David is also a Visiting Professor at the Institute for Global Health Innovation, Imperial College, London.
