Paul has had 4 careers. From 1972 to 1985, he worked in higher education teaching social policy.
From 1985 to 1997, Paul was a senior manager in London local government and from 2007 to 2009 returned to London as a senior manager in the NHS.
From 2001 to 2007, he was a special adviser to the Secretaries of State for Health Alan Milburn and John Reid and the Prime Minister Tony Blair and reprised this role a decade later as a strategic adviser to Wes Streeting in 2024/25.
From 1997 to 2001 and 2010 to 2024 Paul worked as a consultant during which time, 2013 to 2019, he was a non-executive member of the Care Quality Commission’s board.
