Carolyn Everett, NIGP-CPP, CPPO, CPPB, serves as a Certified Instructor at NIGP, The Institute of Public Procurement, since October 2013, specializing in various procurement-related courses across the United States. Previously, Carolyn held the position of Procurement Knowledge Coordinator at the National Association of State Procurement Officials and served as a Strategic Procurement Specialist II with the Commonwealth of Kentucky's Finance and Administration Cabinet from July 2005 to March 2016, where responsibilities included bidding and awarding construction contracts. Carolyn's leadership experience includes serving as President of the Kentucky Public Procurement Association from January 2012 to December 2013. Earlier career experience also includes working as an Internal Policy Analyst II for the Commonwealth of Kentucky Cabinet for Health and Family Services, where complex RFPs for essential social services were developed and awarded. Carolyn completed educational studies at Kentucky State University and Lindsey Wilson College, and the National College of Business.
