Oakleaf Ventures helps organizations improve how they shape, develop, and evaluate proposals across the federal contracting lifecycle.

Founded by proposal and business development professional Brian Ramseur, Oakleaf Ventures was built on a simple idea: winning proposals require more than compliance. They require an understanding of how evaluators actually experience, interpret, and judge what they read.

We support clients across business development, capture, proposal management, proposal writing, solution development, and strategic review activities. Our approach connects these disciplines to help teams align messaging, strategy, and execution into a more cohesive and competitive pursuit effort.

Services include:

• Business Development Strategy and Pipeline Support
• Capture Management and Solution Development
• Proposal Management and Writing Support
• Proposal Process Improvement
• AI Integration for Capture and Proposal Workflows
• Color Team and Evaluator-Focused Reviews
• Training, Workshops, and Strategic Advisory Support

Oakleaf Ventures is also developing the Red Oak Review™, a structured evaluator-focused review methodology designed to help proposal teams better understand evaluator perception, reviewer bias, emotional response, and overall proposal reception beyond standard compliance and color team reviews.

Whether supporting a single proposal effort or helping organizations improve their overall pursuit strategy, Oakleaf Ventures focuses on practical execution, thoughtful collaboration, and measurable improvement.

Connect. Create. Cultivate.
