Program Manager / Senior Consultant at Objective Area Solutions

Chip Hibner has a diverse work experience spanning several decades. Chip began their career in 1975 as a Military Officer in the United States Marine Corps, where they served in various roles and eventually became the Military Liaison Officer for the Marine Corps to the Federal Aviation Administration (FAA). In this position, they represented the Marine Corps in aviation-related incidents and issues.

After their service in the Marine Corps, Chip worked as a Senior Program Analyst at ANSER, where they coordinated and compiled administrative requests for the Policy Board on Federal Aviation (PBFA) and Homeland Defense of Strategy, Plans, and Resources. Chip also conducted a review and rewrite of the DoD Instruction 5030.

In 2008, Chip moved to the Pentagon's OPNAV N98, where they served as an Air Traffic Control Specialist. In this role, they coordinated and tracked ATC equipment modernization efforts, supervised the ATC training and qualification program, and assisted in coordinating airspace requirements within the DoD and DOT to increase Navy/Marine Corps aircraft access to the National Airspace System.

From 2009 to 2019, Chip worked at PMA-213, NAS Patuxent River, MD, as the Expeditionary Air Traffic Control Deputy Program Manager. Chip managed funding for multiple contracts and led a team responsible for the sustainment and obsolescence mitigation of various air traffic control systems.

Since 2019, Chip has been working at Objective Area Solutions (OAS). Initially, they worked as a Senior Consultant, participating in the virtual FAA UAS Symposium and assisting in the development of business development practices. Currently, they hold the position of OAS Program Manager, supporting the FAA Air Traffic Safety Oversight Service (AOV) Credentialing program. Chip'sresponsibilities include managing the existing AOV Credentialing Database, developing an enhanced program database, and supporting regulatory policy development related to air traffic control certificates and FAA AOV credentials.

Throughout their career, Chip has demonstrated expertise in aviation, air traffic control, and program management. Chip continues to expand their knowledge and expertise in the field, particularly in unmanned aircraft systems and government aviation projects.

Chip Hibner earned a Bachelor of Science (BS) degree in Business Administration and Management, General from the University of Phoenix, which they completed from 2004 to 2007. In addition to their formal education, Chip has obtained several certifications, including "Designing a Presentation," "PowerPoint: Designing Better Slides," "Being an Effective Team Member," "Discovering Your Strengths," "Building Resilience," "Leading with Values," "Microsoft Teams Essential Training," "What to Do in the First 90 Days of Your New Job," "Improving Your Listening Skills," "Creating a Culture of Learning," and "SurveyMonkey Essential Training" from LinkedIn. Chip also acquired various DAWIA (Defense Acquisition Workforce Improvement Act) Level III, Level II, and Level I Program Management certifications from the Defense Acquisition University in 2010 and 2011, and became a member of the Defense Acquisition Corps during that time.
