Garland Carr

Garland Carr is the Assistant General Counsel and Director of Contracts for Plant, Engineering, and Member Services at Old Dominion Electric Cooperative. Previously, Garland served as a Partner at Williams Mullen and an Associate at LeClairRyan, specializing in corporate and regulatory matters within the energy sector. Garland spent seven years as staff counsel for the Virginia State Corporation Commission, honing extensive experience in utility regulation. Educated with a J.D., magna cum laude, from the University of Richmond School of Law, Garland also holds a B.A. with distinction in Classics from the University of Virginia.
