Lee Harley has extensive experience in tax policy and treaty negotiations, currently serving as the Head of the Tax Treaty Unit at OECD - OCDE since August 2018, including an acting role prior. Previously, Lee worked at HM Revenue & Customs from April 2013 to July 2018 as a Treaty Negotiator, focusing on the UK's double taxation conventions and representing the UK at OECD Working Party 1. Additionally, Lee held an expatriate position at JITSIC from March 2011 to March 2013, serving as the UK delegate and Competent Authority for international treaty information exchanges. Lee's earlier career at HM Revenue & Customs from March 2003 to March 2011 involved specialization in tax rules for UK-resident managers of non-resident hedge funds, among other areas.
