Michael Mullan

Programme Lead: Climate Adaptation Finance & Investment

Michael Mullan serves as the Programme Lead for Climate Adaptation Finance & Investment at the OECD since February 2021, focusing on climate-resilient finance and investment, including the development of the Climate Adaptation Investment Framework. Previously, Mullan was the Programme Lead for Infrastructure and Nature-based Solutions at the Global Center on Adaptation, where efforts included creating a work programme on climate-resilient infrastructure. Mullan's prior experience at the OECD included leading efforts in climate change adaptation and development. Additional roles at Defra involved serving as an Economic Advisor and managing projects related to climate adaptation and energy efficiency policies. Mullan holds a Bachelor of Arts in Politics, Philosophy and Economics from the University of Oxford and a Master of Science in Development Economics and International Development from SOAS University of London.
