Stephan Raes currently serves as the Head of the Structural and Industry Policy Division at the OECD, where responsibilities include leading activities related to the OECD Steel Committee and coordinating the Global Forum on Steel Excess Capacity at the G20 level. Previously, Raes worked as an Advisor and Policy Analyst at the OECD Centre for Entrepreneurship, SMEs, Regions & Cities, focusing on SME strategies and responses to COVID-19. Raes has also held significant roles at the Permanent Representation of the Netherlands to the EU, including Head of the Economic Affairs Department, and served as Minister at the Dutch Embassy in the United States. Raes's early career included strategic policy positions in the Netherlands Ministry of Economic Affairs and academia as a lecturer at Radboud University Nijmegen. Raes holds a PhD in International Relations and a Master's degree in European Studies from the University of Amsterdam, alongside a certificate in Agronomy from Cairo University.
